I am now amused by the idea that Jim Gordon is wrong, and harassing an innocent woman. Still, that seems fairly odd at a minimum, if not utterly unlikely.

Possibility one:
As AC above said, she really is just an innocent clerk after all, and this case of mistaken identity will no doubt have hilarious horrific consequences.

Possibility two:
She is just remarkably committed to her role. Maybe she took some acting classes while she was recuperating from her injuries?

Possibility three:
Said injury caused amnesia and she was a blank slate when she regained consciousness. In this case, her "reprogramming" would sorta have went into the other direction than Dr. Ytterbiums...
